On 20 November, Liu Jianchao, Minister of the Foreign Liaison Department of the Central Committee of the Communist Party of China (CPC), met with former Spanish Prime Minister Zapatero in Beijing.

Mr. Zapatero, as Secretary General and Prime Minister of the Spanish Socialist Workers’ Party, made efforts to promote exchanges between Chinese and Spanish political parties and the development of relations between the two countries, for which China is grateful, Mr. Liu said. He also congratulated the current Secretary General of the Spanish Socialist Workers’ Party and Prime Minister, Pedro Sánchez, on his recent successful re-election. This year marks the 50th anniversary of the establishment of diplomatic relations between China and Spain, and the leaders of both sides have held close exchanges and meetings, paying special attention to development issues in their bilateral relations. Both leaders expressed their willingness to enhance strategic mutual trust and practical cooperation, and promote further development of the China-Spain comprehensive strategic partnership.

China and Europe cooperate rather than diverge, they are partners rather than rivals, and both sides can fully appreciate and learn from each other. The Chinese representative maintains that his country has always supported unity and wanted to support the European Union in strengthening its strategic autonomy. The two sides are expected to work together to safeguard multilateralism and the process of globalisation, based on the international system with the United Nations at its core and the international order based on international law, as well as the stability and fluidity of the global industrial chain. The Chinese leader hoped that Spain would play an important role in the EU presidency and promote the healthy and stable development of China-EU relations.

Zapatero affirmed that Spain and China are integral strategic partners with a deep friendship, and thanked China for the support given to Spain during the European debt crisis and the new bird flu epidemic. Spain has always attached great importance to the development of Spain-China and Europe-China relations, and the PSOE attaches great importance to the development of friendly relations with the CCP. Today’s world is full of uncertainties, with political polarisation and populism on the rise in some countries, and only through cooperation can we respond more effectively to the various challenges. Zapatero commented that he had been honoured to be invited to China last month to participate in the Third Belt and Road Summit Forum on International Cooperation, and this experience had reinforced his desire to contribute to the promotion of cooperation between Spain and China in various fields. The former Spanish Prime Minister was in favour of China playing a greater role in regional and global issues and making a greater contribution to the cause of global peace and development. Spain is ready to play an active role in promoting dialogue and cooperation between Europe and China, and in promoting the establishment of a just and reasonable international order. The Spanish government has deep historical ties with Latin American countries and hopes to promote and strengthen the development of Latin America-China relations.

The two sides also exchanged views on international and regional issues of common interest.
