
Presentation of the Security Council Index: Perspectives on the Conflict in Ukraine and the Security Council
Last Tuesday, May 20th, GATE Center held the launch event for the Security Council Index, an analytical tool designed to monitor and visualize the voting patterns of member states in this key UN body. This first edition focuses on the conflict between Ukraine and Russia, offering a critical perspective on the Council’s functioning amid one of the most significant contemporary challenges to international peace and security.
The event began with high-level opening remarks. José Luis Rodríguez Zapatero, Prime Minister of Spain (2004–2011) and President of the GATE Center Advisory Board, delivered the opening speech. He was joined by Diego Martínez Belío, Secretary of State for Foreign and Global Affairs.
Following this, the Security Council Index was presented by its developers, Paula Ballesteros and Matías Mongán, both researchers at GATE Center. This innovative tool provides a rigorous, comparative, and visual analysis of power dynamics and decision-making processes within the Council. It highlights the positioning of BRICS countries and the Global South in contrast to the permanent members with veto power.
The event concluded with a roundtable discussion titled “Perspectives on the Conflict in Ukraine and the Security Council,” featuring prominent experts in international politics, human rights, and international relations:

This collective analysis forum provided a space for reflection on how the conflict in Ukraine is reshaping the global balance of power and testing the legitimacy and effectiveness of the Security Council.
